April 24-May 5, the thirteenth meeting of the Conference of the Parties to the Basel Convention (BC COP-13), the eighth meeting of the Conference of the Parties to the Rotterdam Convention (RC COP-8) and the eighth meeting of the Conference of the Parties to the Stockholm Convention (SC COP-8) were held in Geneva, Switzerland. The theme of COPs was “A future detoxified: sound management of chemicals and waste". 1862 delegates from 169 parties, UNEP, UNDP, UNIDO, other international institutions and NGOs attended the meeting.
16 delegates from Basel Convention Regional Centre for Asia and the Pacific (BCRC China)/ Stockholm Convention Regional Centre for Capacity-building and the Transfer of Technology in Asia and the Pacific (SCRCAP) attended the COPs. Some delegates participated in the technology negotiations on issues under Basel Convention and joint issues under three conventions, while the others, the undergraduate students in the Global Environmental Program of School of Environment, Tsinghua University, attended the meetings as observers, participated in meeting progress with instructions of international consulting experts.
More than 50 resolutions were adopted at the meeting, among which, establishing household waste partnership, revising e-waste technical guideline, initiating marine litter related works in Basel Convention; listing carbofuran, trichlorfon, short chain chlorinated paraffins, tributyltin in annex III to Rotterdam Convention; listing decabromodiphenyl ether, short chain chlorinated paraffins in annex A and listing hexachlorobutadiene in annex C to Stockholm Convention were significant outcomes.
Delegates of BCRC China played an important role in negotiations and resolutions on issues of e-waste technical guideline, annex examination, and technical assistance during the COPs. What’s more, they actively supported the side event of “Bracing Resounding Success: Internet plus Sustains Convention Implementation” organized by Chinese delegation, and promoted propaganda of ecological civilization and green development in China. The side event “Regional Demonstration of Chemicals and Waste Related Conventions’ Synergies” organized by BCRC China was strongly supported by convention secretariat and the Swiss federal government, causing over one hundred delegates for extensive concern and a heated discussion, and promoting effectively the external exchange and generalization of recycling and treatment for used and waste power batteries in China.
